    New York makes landlords pay for heat and tenants pay for AC. In an all-electric building, both run through one heat pump—so the bill comes with no way to tell them apart. The Split Utility Panel separates it automatically, at the unit.

     

    The Laws Changed. Your Meter Didn't.

    New York law makes the landlord responsible for heat from October 1 to May 31. Now the Cool Homes for All Act—New York City's new cooling law—puts landlords on the hook for summer too: they must provide the AC that tenants pay to run from June 15 to September 15. Tenants can begin requesting cooling on March 1, 2028, and the landlord has just 60 days to install. Full enforcement starts in 2030—and non-compliance is a class C immediately hazardous violation, carrying civil penalties up to $1,250 a day. On top of that, new buildings must go all-electric: Local Law 154 and the NYS All-Electric Buildings Act are ending gas boilers.

    The catch is in the wiring: both run through the same heat pump, on the same meter, and the electricity doesn't come labeled. There's no built-in way to tell landlord heat from tenant cooling. Owners are left to absorb the whole cost—or piece together a workaround like submetering, thermal metering, or seasonal switching—each with its own cost, labor, and complications.
